Support for public user profiles

Description

In a conversation with Rich's team at PLoS, this came up. We need to consider what support we will have for publicly visible user profiles at launch time. This means, are users going to be able to select (or simply add) information about themselves like location, age, gender, a photo, etc. onto a profile page, or have it visible in thumbnail form when they post a comment or public annotation, or nothing at all. Should we be able to see all the comments/annotations in the system for the user? Should we be able to look at what articles this person has read (or rated)? This kind of thing could go a long way towards building a sense of community. It could be as fine grained as per profile field visibility flags, or if we just say whatever you enter is publicly accessible.

This has implications across the board. First assigning to Ronald to figure out implications for profile and preference service and then probably hand it off to Pradeep to test with the security API we discussed.
