if this tool is being deprecated in favor of the REST interface, let's remove it from the tools package.

if it should still work, please take a look: 

[root@plosone-dev ~]# /usr/local/topaz/bin/rss -baseURL http://localhost | more

we're also not using alerts and alertscli anymore, perhaps they should also be removed? (we're using alertsinfo.groovy instead)

Fixed in [2861]. I think wget is the new plan for getting rss feeds?
