editAnnotation action doesn't work in edge case

Description

if the caches are empty

and i go to plosmedicine/admin/editAnnotation.action

and i try to load an annotation the annotates an article in some other journal

i will get a site error.

however, if i view the annotated article in it's proper context first, then i can edit the foreign annotation.

something about the article permissions, or the journal filter cache, that editAnnotation needs to view foreign articles is not there.

this is unlikely to occur in production.
