delete volume without deleting issues

Description

Deleted the entire vol 5 that existed in Genetics, without first deleting the two issues that it contained. Delete appeared to succeed.

Recreated the vol, and tried to create a new issue in it. This consistently fails, giving me a journal site error page (no error in admin)

I was able to successfully add a 13th issue to vol 4 of Gen, and added/deleted several issues in compbiol.

I created a brand new volume 6, which had never existed, and was able to add an issue to it.
