Cross Publishing after ingest allows cross publishing of articles that are part of the journal

Description

After an ingest the admin is presented with the cross publishing matrix. The current journal is included in the matrix which allow the admin to mistakenly cross publish the journals own articles to itself. This causes journal browsing to become veeeeeeeeeerrrrrryyyyyy slow.

Need to fix the adminTop.ftl to not include the current journal to the journals we can currently cross publish to.

(In [7438]) Prevent Cross Publishing into current journal.

After and ingest the admin is presented with a matrix of journals that articles can be cross published in. Included in the current journal the article will be published in if 'Publish' check box is chosen. Articles should not be crossed published in the journal they are published in. Remove it form the adminTop.ftl but several xxxxAction.java files were affect so they were changed also.

Verified that the matrix of journals in the admin panel does not include the journal that you are currently in.
