Define user roles to simplify access control management

Description

Roles are different from groups in that roles don't have a resource associated with it and therefore the permissions are global. But they do identify major categories of users.

For PLoS one use we should identify the user roles and encode that in xacml policies. So only really 'private' or 'group-private' things will need to be explicitly granted via the permissions web-service.

I am going to close this one. If this is needed, then it needs to be discussed and precise tickets be created. Too vague and open and lacks scope.
