create admin user requires ambra restart to take effect

Description

in 0.9, when adding admin privileges to a user, the new privileges would take effect immediately - the user only had to log out and then back in to get a new session.

now it requires an ambra restart.

perhaps we're not invalidating user caches correctly when admin is applied?

unverified! this is still broken in production. i suspect it's related to the same cache invalidation bugs we're having with deleting articles, etc.
